As economies become increasingly knowledge-based and technology-driven, higher education is playing a growing role in supporting workforce readiness, innovation and long-term competitiveness. In Oman, these trends are closely linked to Oman Vision 2040 and the country’s ambitions to diversify economic activity, strengthen human capital and expand participation in future-oriented sectors.

Produced in partnership with the University of Technology and Applied Sciences (UTAS), this report examines how higher education is evolving to support labour market alignment, entrepreneurship, digital transformation and sustainable development. It explores the policy frameworks, institutional reforms and industry partnerships shaping the sector, alongside the growing importance of applied learning, research collaboration and international engagement.

The publication also considers the future skills required across priority sectors, including manufacturing, tourism, the digital economy and sustainability-related industries, and assesses how higher education institutions are contributing to workforce development, innovation capacity and Oman’s long-term economic transformation.
